ELECTIONS:

VI. EXECUTIVE OFFICERS

Section 1. Election

The Executive Officers (Board of Directors) shall be elected by the Governing Body from its membership, for a three-year term. The Executive Officers shall consist of a Chair, a 1st Vice Chair, 2nd Vice Chair/Parliamentarian, a Secretary, and a Treasurer. The Executive Officers shall represent all of the Residents of HA-operated developments and will act in an advisory capacity to convey concerns of the Residents to HA staff or to the Housing Commission.

Sufficient notice shall be provided to the governing body members (at least 30 days) for nominations, elections, and recall procedures; the general election or recall process may be held at any time after this period at the discretion of the RAB. The notice shall include a description of election procedures, eligibility requirements and/or dates of nomination and election.

President

Qualifications:
All Executive Officers must be from Conventional Housing and in good standing with the HA at the time of election.
The Chair shall have prior or concurrent experience serving as chairman of any committee or organization, including but not limited to chairing organizations or committees unrelated to SRAB.
Duties:
The Chairperson shall conduct meetings.
He/she shall work with the balance of the committee to develop and obtain committee and RAB goals.
The Chair shall also call special meetings and appoint sub-committees as needed.

Vice President

Qualifications:
All Executive Officers must be from Conventional Housing and in good standing with the HA at the time of election.
The 1st Vice-Chair shall have prior or concurrent experience serving as chairman of any committee or organization, including but not limited to chairing organizations or committees unrelated to SRAB.
Duties:
The 1st Vice Chair shall conduct meetings when the Chairperson is not available.
Working with the balance of committee to obtain committee and RAB goals.

2nd Vice President

Qualifications:
All Executive Officers must be from Conventional Housing and in good standing with the HA at the time of election.
The 2nd Vice-Chair/Parliamentarian shall have prior or concurrent experience serving as chairman of any committee or organization, including but not limited to chairing organizations or committees unrelated to SRAB.
Duties:
The 2nd Chair/Parliamentarian shall be available if Chair or 1st Vice Chair is not available.
Present Bylaws and Code of Federal Regulations when there is a difference of opinion or clarification is needed in RAB meetings.

Secretary

Qualifications:
All Executive Officers must be from Conventional Housing and in good standing with the HA at the time of election.
The secretary must be a resident of a HA property.
Duties:
The Secretary shall keep all records from all RAB and resident committee meetings.
Responsible for RAB minutes, agenda, mailings, and notices.

Treasurer

Qualifications:
The treasurer shall be a resident committee chair or treasurer from his/her committee.
Duties:
All Executive Officers must be from Conventional Housing and in good standing with the HA at the time of election.
The Treasurer shall work with the audit committee to create the budget.
Do reports, financial statements, checkbooks, and financial books for all the committees.
Will develop an annual operating budget describing proposed activities and estimated costs.

Committee Representative

Qualifications:
The Committee Representative, also a member of the Executive Committee shall serve at the will of the Executive Committee. The Committee Representative may be elected or appointed by the executive committee and shall have prior or concurrent experience serving as resident committee officer.
Duties:
The Committee Representative shall represent the SRAB at the committees of properties that are not Public Housing or RAD.

Election Procedure

  1. Frequency: The RAB will hold elections at a minimum of every three years.
  2. Notice: Sufficient notice shall be provided to the voting members (at least 30 days), for elections.
    1. The notice shall include office(s) to be filled, eligibility, and date of election.
    2. The notice must be posted in a common location as with all meeting notices.
    3. The notice should be sent to all governing body delegates.
    4. Notice may also be placed in the newsletter.
  3. Monitoring oversight: the RAB shall use an independent third-party person to, either 'observe, certify, or conduct' elections.
  4. Vacancies: The chair may call for a special election to fill vacancies with a 30 day posted notice. If the remaining term of the vacant office is one year or less, a vote of majority of the remaining officers may appoint the position.
